Since the end of December, the IMSS began the delivery of COVID kits for the care of patients who do not merit hospitalization and defended that the packages include the drugs ivermectin and azithromycin, which had been advised against both by authorities and international organizations.
Mr. Luis Álvarez went to clinic 28 of the Social Security, in the Colonia Del Valle of Mexico City, to receive medical attention after testing positive for the SARS-CoV-2 coronavirus in a test that was performed in a private laboratory. The test was done after presenting loss of sense of taste and smell, dry cough and body pain.
"They took an X-ray of my lungs and gave me my kit to follow the treatment to the letter, my age is 77 years old, I have hypertension and diabetes, " said Don Luis, who considered that he could have been infected in a meeting at Christmas.
The package includes paracetamol in case of fever, four ivermectin and three azithromycin tablets, as well as a care guide, 10 KN95 masks and, where appropriate, a loaner oximeter, according to El Heraldo de México when interviewed.
The ivermectin and azithromycin are drugs whose use against COVID was discouraged by the Ministry of Health in July to the point that there was sufficient evidence of their benefit.
For the same reason, the Organization Panamericana of Health released in June a warning stating that ivermectin should not be used to treat coronavirus SARS-CoV-2.
When asked about the matter, the IMSS responded to this newspaper, through an information card, that the supply ofivermectinto patients is based on the recent results of the Prophylaxis and First Line Treatment Protocols of COVID-19 of the Alliance for COVID-19 Critical Care (FLCCC).

This protocol does suggest ivermectin, but not azithromycin, to which Social Security assured that "there is sufficient evidence" to indicate the compassionate use of ivermectin and azithromycin in outpatients. Compassionate use refers to when there is no specific treatment for an evil.
The COVID kits contain these drugs, which were donated by Farmacias del Ahorro, as explained by the head of the IMSS, Zoé Robledo.
Not that I'm aware of. I'm asking my sister as she has a friend who works at IMSS so she might tell if this is true or not. Regardless, the source is valid, so there might be some clinics/hospitals following that protocol.

I've heard that a lot of people in Mexico were taking it on their own, having heard that it helps. IIRC it was over-the-counter (no prescription needed) and then the rule changed and a prescription was required. Is that correct?

Not to people's homes. They are giving it to people they send home who met certain conditions.
The Twitter tag is by people saying it hasn't been approved for use for Covid, because there hasn't been enough research.
Where I live, a prescription is needed in about half the pharmacies.
