Dr. Erasmo Vasquez Henríquez in a document sent to the EL JAYA newsroom, recommends a National Day of Prophylaxis Against COVID-19 and a New National Plan to Combat The Pandemic.
Below are the recommendations of Dr. Vásquez Henríquez:
Due to the difficult and complex health situation that our people are experiencing, in light of the epidemiological event of the COVID-19 Pandemic, the undersigned, in the qualities of having played important roles in national and international health, believes in the national duty to advise outgoing and incoming national authorities on the following specific aspects:
1.- The HIGH-LEVEL COMMISSION FOR THE PREVENTION AND CONTROL OF COVID-19, appointed by Decree 132 dated March 18 of this year, coordinated by Lic. Gustavo Montalvo, Minister of the Presidency, and composed of numerous officials of the current government. The prevention and control of any epidemiological event is the responsibility of the Ministry of Public Health, according to Law 42-01 or the General Health Law, as long as, according to that law, the Ministry of Public Health is the governing body of the National System of health.
2.- Once the MINISTRY OF PUBLIC HEALTH takes over the leading role of PANDEMIC COVID-19, it must convene the NATIONAL COUNCIL OF HEALTH, so that in accordance with articles 15, 16 and 17 of the aforementioned law, proceed to formulate a NEW NATIONAL PLAN TO COMBAT AGAINST COVID-19, duly structured at the preventive, curative and rehabilitation levels, having combined, unequal and permanent strategies, and where the Ministry of Public Health, private health entities can co-participate, decentralized health entities, the Dominican Medical College and other health unions, among others,
3.- When a NEW NATIONAL COMBAT PLAN AGAINST COVID-19 is formulated, the plan executed by the current authorities must be critically reviewed, proceeding to ratify, rectify, adapt or innovate the strategies that are necessary in light of the complex situation exhibited by the nation's health sector. The new plan should include short, medium and long-term tasks.THE MOST URGENT TASK THAT THE NEW PLAN SHOULD HAVE IS TO DEVELOP A NATIONAL DAY OF PROPHYLAXIS AGAINST COVID-19, ADMINISTERING ALL THE POPULATION OVER 12 YEARS OLD AND WITH SYMPTOMS OF COUGH, FEVER AND GENERAL DISCOMFORT, TWO TABLETS OF IVERMECTIN ( tablet has 6 mg.) ORAL ROUTE AT THE MOMENT AND TWO TABLETS 24 or 48 HOURS LATER. IN CHILDREN BETWEEN 6 AND 12 YEARS, YOU CAN GIVE 1 TABLET IN THE FIRST DOSE AND 1 TABLET IN THE SECOND DOSE.
4.-A prophylaxis is an early treatment having a presumptive or impression diagnosis. Anyone in the world who is coughing, has a fever, and has general malaise is susceptible to a presumptive diagnosis or impression of COVID-19, and therefore IVERMECTIN can be administered because this drug has been shown to be effective against SARS VOC 2, both in vitro and clinical, and so far, is harmless, easy to administer and inexpensive. IVERMECTIN, according to its mechanism of action, blocks the entry of viral proteins into the nuclei of human cells, and therefore, DEACTIVATES THE INFECTION MECHANISM, avoiding negative events of inflammation of the respiratory tract, disseminated intravascular coagulation, thrombo- embolisms, metabolic acidosis, severe lung diseases, shock and secondary septic processes, and
5.- If the new government headed by Lic. Luis Abinader makes THE NATIONAL DAY OF PROPHYLAXIS AGAINST COVID-19, it will start off on the right foot, and after 7 days, we will see the results: reduction of morbidity and mortality and contagion, and therefore, fewer patients on the way to health services, which will decongest emergencies, hospitals and intensive care units.
6.- To carry out THE NATIONAL DAY OF PROPHYLAXIS AGAINST COVID-19, the Ministry of Health must initially have 1 million IVERMECTINE tablets of 6 mg each, calculating that around 250 thousand people could be making symptoms of fever, cough and general malaise in the DR.
