Why withhold results?

Bad results: no negative consequence other than disappointment

Good results: potential run on the medication?

Seems unethical in either case? Don’t most studies publish concurrently?

The results are not withheld. They are being reviewed by QC. Making sure formatting is correct and that data is presented correctly etc
